Q11: What procedures are necessary for registering an aluminum wheel with VIA?
A11: There are two types of methods of VIA registration, that is, general application and documentary judgment application.

In the case of general application, Vehicle Inspection will carry out tests in three categories (dynamic cornering fatigue test, dynamic radial fatigue test and impact test) for all wheel models subject to application for registration, and when the tests are passed, they will be registered with VIA.

Meanwhile, if the equipment and facilities for the performance of tests have been approved by the Facility Review Committee of the Council and registered therein, application for documentary judgment is possible.

A documentary judgement application will result in VIA registration if the model passes the verification test performed on 1 model for every 5 models as specified in the registration application, and passes the documentary judgement process that includes a test result review.

Then, as application for documentary judgment for 4 models will be possible for 1 model that passes the verification test, if these pass documentary judgment, VIA registration will be made for these models.
Note that the expiration date for these four models is one year after the date of the verification test.

Documents for application
For documentary judgment application … Upon applying online for registration at our homepage, attach a report on the testing conducted using approved test equipment (Form2 and Form2-1) and a list classified by registered model(Form4-1 or Form4-2).
For general application … File your application with the application for registration (Form1), test order sheet (Form3) and product specification (Form5).
In addition, when requesting testing, please send us wheel specimens. The number of wheels necessary for each test is as shown below. For the impact test and dynamic cornering fatigue test, wheels should be sent the Vehicle Inspection with test tires installed that comply with the Test Conditions Chart.
Dynamic cornering fatigue test: 1 unit  
Dynamic radial fatigue test: 1 unit (with tire installed on wheel)
Impact test(for passenger cars): 2 units (with tires installed on wheels)
Impact test(for trucks and buses): *2 units (with tires installed on wheels)
*Applicable as of April 1, 2013


Q12: What is the verification test?
A12: A verification test is when Vehicle Inspection performs a test that is actually applicable for verification of test reports for products for which documentary judgment is applied for (dynamic cornering fatigue test, dynamic radial fatigue test and impact test)

If a model passes the verification test, application for documentary judgment for 4 models will be possible per 1 model.

Q13: What procedures are necessary when requesting a verification test?
A13: When applying for documentary judgement, indicate the model for the verification test. Send the test wheels also. The test items are determined by the Council at random. For rotating bending fatigue testing, only the wheels need be installed. For dynamic radial fatigue testing or impact testing, the applicant must install tires satisfying the test conditions at their own expense.


Q14: Do wheels submitted for the verification test, etc. have to be painted?
A14: The test should be conducted on products in the finished state.
If the end product is to be painted, submit ones painted, and if the end product is to be plated, submit ones plated, then.

Q15: How should we apply for additional product names when there are multiple product names for light alloy wheels manufactured under the same manufacturing conditions and with the same mold?
A15: If you want to add product names at the same time as applying for registration, start by "Application of Documentary Judgement". If you want to add a model to an already registered model, start by "Application of Additional Product Name". The model already registered must have been registered no earlier than April 2022.

Q16: Can a different applicant apply for an additional product if it is a light alloy wheel manufactured under the same manufacturing conditions and using the same mold? Can additional products have any surface finish?
A16: No, applications for additional product names must be made by the same applicant who applied for the first registered product. No, additional product names can only be registered when the additional product has the same dimensions and same surface finish as the product first registered. For example, a machined product can’t be added to a painted product (or vice versa). Even machined products to be added to other machined products can’t be added if machined at a different location since the dimensions will change.


Q17: Can we apply for an additional product name if the company logo or product name displayed on the wheel has changed or is a new addition?
A17: The additional product name application does not apply to changes or additions done by machining. However, it does apply to changes or additions done by lasers.


Q18: What procedures are necessary to have JWL and JWL-T tests carried out on one type of wheel at the same time? And how many tires are needed?
A18: Circle both the JWL and JWL-T fields in the registration application. When applying online for documentary judgement, check both fields and submit both the JWL and JWL-T test reports. A total of eight wheels (six with tires installed) are required: Four (three with tires installed) for JWL, and four (three with tires installed) for JWL-T.

Q19: A multiple-type wheel for 4 or 5 holes actually has 8 holes. Which number should be filled in on the application form, 8 or 9?
A19: The number of holes for each installation specification (4 and 5) should be entered in the upper and lower columns respectively, followed by the actual number (8) in the column for the total.

Q20: In the case of multiple-type wheels for which there are multiple installation specifications, is testing necessary for each different installation specification?
A20: Testing is necessary for each different installation specification.

Q21: If a manufacturer has already registered with VIA, when we buy a wheel and then resell it as our own product, does it have to be registered again? Moreover, if products have identical model numbers but different product names, do they need to be retested?
A21: As registration is filed by the product, it is necessary to individually register them if the product name or brand name is different.

Q22: If a model of wheel with single specifications for installation is registered as the representative type model, can wheels manufactured using the same mold and fabricated into wheels with another single installation specification or into a multi-type wheel with multiple installation specifications be registered under a similar category model?
A22: If the representative type model has the greatest load for testing and greatest rotating bending moment value, that would be possible.


Q23: If a wheel that is in compliance with both JWL and JWL-T has been registered as the representative type, is it possible to register another wheel that only complies with either JWL or JWL-T additionally as a similar category model?
A23: If the representative type model has the greatest load for testing and greatest rotating bending moment value, that would be possible.


Q24:What are the criteria for selecting the representative wheel type models?
A24: In the case of registration by representative model, the wheel should have the greatest test load value and greatest rotating bending moment.

Q25: What should be done to register with VIA those with sizes (rim diameter) or with specifications for installation (number of holes, Pitch Circle Diameter) that are not included on the Test Conditions Chart?
A25: No wheel in any size that is not on the test condition chart can be registered with VIA.
However, if there is no applicable installation specification for (number of holes, P.C.D.), it is possible to register by applying general conditions.
