Q62: Can the Council be held responsible for damages if a car with VIA registered light alloy disc wheels installed is involved in a traffic accident?

Q60: Can trial test items be registered with VIA?
A60: Trial tests and tests for VIA registration are different.

A trial test is just to pass judgment on whether or not a single unit of a product specimen will pass a test (sample, etc.) or a test conducted under conditions other than the standards, etc.

On the other hand, testing for VIA registration is for products after sampling by the wheel manufacturer out of a product group produced with quality control over the conditions of market sale, and judgment is passed in accordance with Council Rules. Therefore VIA registration cannot be made for works in progress that are not final products or products under different testing conditions, etc.

Q61: What is the surveillance test for?
A61: The surveillance test is carried out not only to confirm whether a light alloy wheel available on the market is in compliance with the handling standards set by the Council and to inform the seller of the results of testing, but also, in the case of rejection, to educate and raise awareness, and to promote and educate the wheel manufacturer and seller about safety of light alloy wheels for automobiles in markets such as through clarification of the details of treatment.
All VIA-registered light alloy disc wheels are subject to surveillance tests. As specified in the Council regulations, the following measures will be taken for wheels that fail a test:
(1) Termination of the applicable model’s registration (and the class models in the case of representative model registration).
(2) Elimination of the remaining quantity for documentary judgement
(3) A general application will be used to register the model.
(4) A new model application will be handled as specified in the Appendix of the Registration Application/Registration Bylaws.

Q62: Can the Council be held responsible for damages if a car with VIA registered light alloy disc wheels installed is involved in a traffic accident?
A62: The Council will not be held liable for any quality problems or problems arising from the use or installation of any product manufactured or sold.
Any such problem is to be handled at the responsibility of the manufacturer or seller of the product.
